Victoria Staley (Tori) is a security professional with experience in threat analysis, security risk management, crisis management, and evacuation and contingency planning.

After completing her undergraduate studies, Tori joined Drum Cussac in the UK as a Global Operations Officer where she conducted intelligence research and proactive monitoring of personnel in medium-high risk locations. She also provided travel security advice, intelligence alerts, and operational support, including during journey management and evacuation tasks from high-risk environments.

In 2021, Tori joined Crisis24 Limited (UK) in the Crisis and Security Consulting team as a Threat Analyst. In that role, she delivered in-depth research and analysis to support global threat and risk assessments. Tori transitioned into the UK-Europe team as a Security Consultant in July 2022 providing security risk and crisis management consulting services to clients across diverse industries. Tori also led a global security programme for an international hotel chain, managing the delivery of 125+ security audits worldwide.

Tori played a key role in contingency and evacuation planning related to the Russian invasion of Ukraine. As a joint Project Lead, Tori was embedded with a client’s team in Krakow for 18 months, on rotation, supporting personnel security and evacuation planning, business continuity and operational resilience in Ukraine.

Since joining Intelligent Risks (IR) in late 2024, Tori has contributed to the delivery of Security Risk Assessments, Security Reviews, Security Management Reviews and Emergency and Security Management planning – including for several major events.

She is managing several projects where IR is providing strategic and operational advice for the Concept and Design phases of large-scale redevelopments in Sydney. She is leading IR’s team supporting John Holland Group (JHG) on its A$300m redevelopment of Penrith Stadium in western Sydney; and for Aqualand’s over station redevelopment project in North Sydney. The design relates to a new high-rise tower (residential and commercial) over a major Sydney rail transport hub.

Tori has also supported the delivery of tasks for diverse range of other IR clients including ANZ Bank, Commonwealth Sports, Destination NSW, State Sports Centre Trust (Victoria), and TOGA Central.

Tori holds a Bachelor of Arts (Hons) in Arabic and Middle East Studies from the University of Exeter (UK), a 2A Security Consultant licence in New South Wales and a Certificate IV in Security Risk Analysis.
