SECURITY RISK CONSULTANTS FOR DESIGN AND OPERATION PLANS FOR THE ONE NEW ZEALAND STADIUM IN CHRISTCHURCH, NEW ZEALAND
IR was a member of the Kōtui team that delivered the NZD $683 million One New Zealand Stadium (Te Kaha) in Christchurch, New Zealand. The fully covered stadium was inaugurated on 27 March 2026 with a ribbon cutting by Prime Minister Christopher Luxton. The first sports event at the venue was a rugby union match on the Anzac Day weekend.
One New Zealand Stadium has 25,000 permanent seats expandable to 30,000; and up to 37,000 for concerts. This state-of-the-art stadium will host major sporting events and international concerts. It is designed to be flexible to be equally fit for purpose for an array of smaller events and activations.
The lead members of the Kōtui team included BESIX-Watpac, Mott MacDonald and Populous (Architects).
IR conducted security risk assessments and led development of security and emergency management planning for the Stadium and its public domain surrounds. Our team worked with the Christchurch City Council and Venues Ōtautahi, the operator, to ensure risk-based security was embedded into the design.
We developed the security functional design brief, the Crime Prevention Through Environmental Design (CPTED) strategy, and the precinct Harmful-Hostile Vehicle Management (HHVM) design plan. IR also authored the Security Management Plan (SMP); Evacuation and Emergency Management Plan (EEMP) and the Management-in-Use Plan for the commencement of stadium operations.
