SECURITY RISK ADVISERS FOR THE TOGA CENTRAL DEVELOPMENT; CENTRAL STATION WESTERN GATEWAY PRECINCT IN SYDNEY, AUSTRALIA
TOGA Central is an iconic mixed-use development in the Central Station Western Gateway Precinct to the south of the Sydney CBD. In 2023 IR was appointed security consulting advisers to the TOGA Central design and development team. The AUD$380+ million project obtained approved of its State Significant Development application in early 2024.
The 45-story commercial office, hotel and retail development reimagines the surrounds of Central Station, retaining the heritage listed former Parcels Post building facade and creating a new Henry Deane Public Plaza with significant pedestrian links. TOGA Central will comprise a ten-floor hotel, 22 levels of commercial spaces, numerous retail and dining tenancies and underground parking.
IR’s project deliverables included the TOGA Central Security Strategy; the TOGA Central Security Risk Assessment; the Security Design Brief, including a Preliminary Harmful-Hostile Vehicle Mitigation (HHVM) Report, and the scoping of the Blast Analysis requirements; and ongoing advice on security design options and a commissioning report. Extensive liaison was conducted with New South Wales Police (NSWPOL) and the security team at Transport for NSW (TfNSW) in relation to security design planning and actions.
