IR was contracted as the security advisers to the London 2012 Olympics for a seven year period. In the initial phase, we contributed to strategic security planning, budget preparation and assessed security risks prior to the commencement of the capital works. For the design and construction phase, IR delivered a comprehensive Concept of Operations for Security; a suite of planning documents that included the Security Risk Assessment, the Security Assurance Plan and the C3 plan; and periodic independent reviews of program progress. As the Games approached, we delivered the operational plans for Olympic Park, the Athletes’ Village and the International Broadcast Centre, and also developed the logistics security plan for Olympic Park and the Village. IR also delivered a review of LOCOG Security in early 2012 that first alerted senior London 2012 executives to the major problem relating to the failure of contracts for guarding services.
A key part of our role was to provide governance support through regular quality assurance reports on transition from development to operations. We produced a close-out report on security delivery for the Olympic Delivery Authority, the government agency set up to design and construct Olympic venues and infrastructure.
